GreenTree approves $955,152 paving contract; project runs $97,000 over budget

GreenTree Borough Council approved a $955,152 contract Monday to repave streets included in the 2025 road program and to complete storm-sewer improvements, awarding the work to Youngblood Paving.
Miss Houts, infrastructure committee chair, said the project includes Anderson and Holiday avenues plus four alternates (Robinhood, Park Edge, First and Forest Drive) and that the contract comes in about $97,000 above the budgeted amount because of winter road damage and additional repairs needed after utility work. "This project is coming in at about $97,000 over budget," Houts said, and noted that borough staff expect to cover the difference from available funds.
Council members discussed the contractor selection process. Staff and the borough engineer determined Youngblood Paving to be the lowest responsible bidder after another bidder withdrew; council members said they rely on the borough engineer’s vetting for contractor responsibility and qualifications.
A motion to award the contract passed in the meeting; council agreed to proceed this summer to complete as many of the scheduled roads as possible because of the winter-related deterioration and pending Columbia Gas work that will require future road openings.
Council also noted timeline items: bids for a separate sidewalk project were due June 29 with contract award expected in July, and the Hepler Drive sanitary sewer project is complete aside from punch-list items. The roadwork is intended to address accelerated pavement wear from the past winter and to catch up on needed paving.
The borough manager and engineer will finalize contract documents and post the award in accordance with borough procurement procedures. Officials said the borough has the funds on hand to cover the $97,000 overrun and prioritized completing six roads this season rather than deferring work into next year.
