Subcommittee approves seven temporary appropriations including corrections vests and a mobile fitness trailer

A legislative appropriations review subcommittee approved seven temporary appropriation requests from multiple agencies, covering operating shortfalls, equipment replacement and small capital projects.

The appropriations, grouped as items B‑1 through B‑7 on the committee agenda, were approved by voice vote after staff presentations and brief questioning from members.

The requests included a $450,000 appropriation for the Department of Corrections, Division of Community Corrections to replace expired safety vests, cover lease increases across community supervision offices, and pay approved maintenance projects; a $1.5 million increase in spending authority for the division to cover higher costs for food and utilities; a $1 million appropriation for the Division of Elementary and Secondary Education to expand spending authority for the Education Freedom Accounts program; a $127,000 appropriation from the Minority Health Commission to launch a maternal health outreach and education program with the New York Institute of Technology College of Osteopathic Medicine; a $200,000 appropriation for Emergency Management to reimburse instructor fees; an $83,000 appropriation to rebuild a commercial driver's license training facility destroyed by last May’s tornado; and a $100,000 appropriation to buy capital items for state police wellness efforts, including a mobile fitness trailer.

When members questioned the Department of Corrections request, Chad Brown, chief financial officer, Department of Corrections, and Jim Jeek, director of the Division of Community Corrections, told the committee the agency manages roughly 40 to 50 leases statewide for parole and probation offices and negotiates increases on a rolling basis. Jim Jeek said the agency replaces vests as they expire under a five‑year warranty cycle and that a recent safety grant will pay for 100 vests; the appropriation is intended to replace the remaining expired vests. A departmental representative said the agency employs about 500 officers and replaces roughly 500 vests as they reach end of life. The vests were described on the record as ballistic (bulletproof) vests worn under clothing.

Representative Painter questioned the state police request for a mobile fitness trailer. Karen Perry, chief fiscal officer, Department of Public Safety, and Chuck Lewis, sergeant with the State Police wellness unit, said the fitness trailer is a portable gym that will rotate around districts on approximately a monthly schedule and be available statewide for training, routine wellness, and follow‑up after critical incidents to support officers’ mental and physical health.

Committee members had no further questions. A member moved to approve B‑1 through B‑7; the motion was seconded and carried by voice vote.

The approvals authorize agencies to spend within their operations bills and rely on the indicated funding sources — including parole and probation fees, general revenues, tobacco settlement funds, insurance proceeds, FEMA reimbursements and federal grant reimbursements — as described in each agency letter to the committee.
