Cowlitz County approves up to $423,752 for Administration Building roof replacement

The Cowlitz County Board of Commissioners on Tuesday approved a contract not to exceed $423,752 with WeatherGuard to replace the roof on the county Administration Building.
Commissioner Sean Roe, presenting the Facilities item, said, "The total amount is not to exceed $423,752. ... It's a TPO, so it should have estimated life about 20 to 25 years." Roe said the project is "a preemptive action" and not a response to an active leak.
Roe told the board the county received seven bids for the work and that the TPO roof is similar to roofs the county has replaced previously. In response to a commissioner question about upkeep, staff described an annual inspection and on-call maintenance process. A staff reply noted a short-term labor warranty from the contractor (the presenter said he believed it was one year) and a longer manufacturer warranty for materials (presenter cited 20 years).
Commission discussion included questions about how routine roof maintenance and walking access are handled to protect membrane life. Facilities staff said they direct roof access along designated walk paths, perform annual inspections, clear drains and debris, and have an on-call contractor for larger repairs.
A motion to approve the WeatherGuard contract executed as presented was made and approved by voice vote.
