Cowlitz County approves $7.26 million award for South Cloverdale Road improvements

Cowlitz County on Tuesday approved awarding a $7,256,372.86 contract to Jefferies Construction LLC for the South Cloverdale Road improvements and the South Cloverdale–Confer Road intersection, a package that covers roughly three-quarters of a mile of roadway work and associated utility relocations.
County Engineer Susan Eugenas described the project and the low bid, saying, "We received 6 bids, with the lowest ... Jefferies Construction LLC in an amount of $7,256,372.86." She said the work includes utility relocations for the Kalama water system and that "approximately half a million is waterline relocation work."
The project will address horizontal and vertical curves, add wider travel lanes and shoulders, and improve safety at the Cloverdale–Confer junction. "This project will improve horizontal and vertical curves, widen the roadway, and provide 4 to 6 foot shoulders," Eugenas said, noting the majority of the project will get six-foot shoulders with one short section reduced to four feet.
County staff described the funding package as a combination of federal Surface Transportation Program (STP) funds administered by the Washington State Department of Transportation, $1,250,000 from the County Road Administration Board (CRAB), $2,300,000 in county ARPA funds the commissioners dedicated to the project, a contribution from the City of Kalama to cover waterline work, and local road fund dollars of about $1,240,000. Eugenas said the county will administer the waterline relocation work, with the city reimbursing the county for that portion.
During discussion commissioners and staff said the corridor needs work to support expected traffic tied to development. A commissioner who toured the area noted recent chip-seal and other county and city maintenance and said improvements are timely if growth continues.
A motion to award the bid to Jefferies Construction LLC was made and approved by voice vote. The board record shows affirmative votes; the motion carried.
Staff will finalize contract documents and administer construction under the awarded contract and the funding sources described; schedule and construction start dates were not specified in the meeting record.
