Resident urges Spanish Fort to reevaluate roadside mowing policy on Blakely Way

Harry Holloway, a resident on Blakely Way, asked the council to reconsider a city policy that he said prevents the city from mowing certain roadside areas in subdivisions and on county roads. Holloway said his property abuts a 100‑foot right‑of‑way and that the roadside ditch area had cogon grass, trees and debris that made it dangerous for him to mow.
“I used to mow that and I still mow it, but it’s very dangerous with all the traffic,” Holloway said. He said Blakely Way now carries much heavier traffic than in past years and that some of the right‑of‑way includes trees growing in the cover and a drainage area that requires maintenance.
Mayor directed city clerk Becky Gaines to collect Holloway’s contact information and asked staff member Shannon to follow up; Holloway said Shannon had promised to email him a copy of the relevant policy. The mayor said staff would follow up to ensure Holloway receives the policy and that the city has had prior conversations with him on the matter.
No formal action or vote was taken; the matter was recorded as public comment and staff follow‑up was requested.
