Commissioners approve new R1C residential zoning district to add smaller suburban lot option

The Tippecanoe County Board of Commissioners approved Ordinance 2025-19 on June 2 to add a new residential zoning district, R1C, that establishes a smaller suburban lot option in the county’s Unified Zoning Ordinance.
Amanda Esposito, staff with the Area Plan Commission (APC), told the commissioners the new R1C district would slot between existing suburban districts: “This amendment adds a new residential zoning district to the current 11 residential zones. It's called R1C. ... The minimum lot area is 4,400 square feet. R1B is 6,000 square feet. So it is going to be significantly the smallest lot size for our suburban lots. APC did recommend approval of this 13 to 0.”
During public comment, Sally Fahey urged the board to adopt the change, saying smaller lot types and townhomes can help address local housing affordability and ownership. Fahey also noted a potential downside: investor purchasers could convert new units to rentals instead of owner-occupied homes.
The board voted on the ordinance and recorded a 3-0 vote in favor; there were no opposing public speakers recorded. The ordinance was announced as passed on the record.
What happens next: The zoning text amendment adds R1C to the county’s residential zoning categories and sets a minimum lot area at approximately 4,400 square feet; implementation details such as mapped locations will follow normal permitting and application processes under the county’s zoning code.
