Municipal post office says it can continue city mail operations if USPS changes, but relies on USPS for delivery

Charmaine Callahan, director of the Baltimore Municipal Post Office, told the Appropriations Committee the municipal operation partners with the U.S. Postal Service and participates in regional coordination through a Greater Baltimore postal committee.
Callahan said the municipal post office picks up and drops off mail with the USPS for city government operations and that local operational issues at the U.S. Postal Service have caused short‑staffing and delivery delays, but “there is little impact actually with us for our internal services because we actually pick up our mail from the USPS.”
The committee asked whether the municipal post office has contingency plans should the U.S. Postal Service curtail operations or face privatization. The Comptroller and Callahan said the municipal post office’s role is to get city mail to and from USPS; it does not plan to supplant USPS delivery outside of city government operations. The municipal post office participates on a regional coordination group and monitors federal developments; Callahan noted a recent personnel change at the USPS Board of Governors and the pending appointment of a new postmaster general in July 2025, pending background checks.
Committee members asked for continued monitoring and coordination. No policy changes were proposed at the hearing.
