Springfield to administer $9.38 million Continuum of Care grant for countywide homelessness services

The Springfield Finance Committee reviewed June 2 the City’s Continuum of Care (CoC) grant, an annual HUD program award that this year totals $9,380,000, city staff said.
Housing Director Jerry McCafferty told the committee the majority of the funds pass through the city to multiple agencies—10 agencies operating 19 programs—providing rental assistance and supportive services to people leaving homelessness. McCafferty said the grant supports about 500 households assisted with rental help and services and that a portion of the grant covers city planning and administration for the countywide system of care. The city manages the CoC application process and distributes awards to participating nonprofit providers in Hampden County.
Committee members asked for the list of participating agencies; McCafferty said the grantees were included in the HUD application and that he would provide a breakdown to the council. The committee approved acceptance of the CoC grant and will forward appropriation and pass-through items to the full council.
McCafferty characterized the CoC as a core funding stream for the local homeless-response system and said the award increased this year from the prior year’s allocation.
