Finance committee reviews annual entitlement grants: CDBG, HOME, ESG, HOPWA and a minor HOME-ARP increase

The Springfield Finance Committee reviewed multiple annual federal entitlement grants and a small HUD allocation correction during the June 2 meeting.
Tina Quagliano Sullivan described four regular entitlement programs: the Community Development Block Grant (CDBG), which supports sidewalk and park improvements, public services, code enforcement and homeowner emergency repair and down-payment assistance programs; the HOME Investment Partnerships program, focused on affordable housing production and first-time homebuyer assistance; the Emergency Solutions Grant (ESG), which funds street outreach and housing navigation for people experiencing homelessness; and the Housing Opportunities for Persons With AIDS (HOPWA) program, which supports housing stability for people with HIV through rental assistance and related services. Staff said there were modest funding decreases for some programs compared with prior years.
Quagliano Sullivan also described a minor administrative increase to a previously accepted HOME-ARP allocation: HUD identified a quality-control correction that increased Springfield’s HOME-ARP award by $9,048; the council had already accepted the grant and this action simply reconciles HUD’s adjustment.
Staff said the grants fund a mix of capital, public services and housing supports. The committee approved acceptance of the grants and forwarded the items to the full council for appropriation as required.
