The Springfield Finance Committee reviewed and approved a bond authorization June 2 to provide $3.3 million toward a $4.3 million vehicle replacement program that will fund about 37 vehicles across city departments.
City fleet staff and the finance director told the committee the order covers passenger vehicles, code enforcement, parks, facilities and nine DPW enterprise vehicles, including four new refuse trucks. Many of the passenger vehicles are 12–14 years old, staff said. Police cruisers and earlier fire replacement purchases were funded separately: police cruisers were paid with $1.5 million in free cash earlier this year, and a separate $3.2 million bond for fire replacement was approved earlier in the fiscal year.
City fleet staff said they are compiling a comprehensive multi-year replacement plan over the summer to identify needs and avoid multiple large requests in the same fiscal year; that plan is expected to be ready in three to five months. The committee approved forwarding the bond authorization to the full council.
The committee’s discussion emphasized the need for a 5–10 year vehicle replacement plan to smooth capital requests and budget impacts.
