County staff presented the Community Development Block Grant (CDBG) mitigation project and said the grant contract is GLO state contract number 24-065-133-E991; the county has received final approval and signed the contract. "This project aims to construct a bridge and elevate the roadway with proper mitigation for the flood plain," a county grant administrator said, describing access problems across the New Years Creek watershed in heavy storms.
As required for federal CDBG participation, the court adopted a resolution designating authorized signatories for grant documents and payment requests; it also approved civil-rights policies, a citizen-participation plan that includes limited-English-proficiency provisions, and a proclamation recognizing April as Fair Housing Month. The court passed the resolution and the policies by voice votes.
The grant amount cited in the meeting was $1,190,000. County staff said the Brazos Valley Council of Governments assisted with the application and distribution process. The county reported it already held a design kickoff meeting and is at a 60% design milestone for affected work in some locations.
During discussion, a commissioner thanked the judge and staff for advocating for increased funds through the council of governments when the original method of distribution would have provided less to the county. The court did not take further substantive programmatic actions at the meeting beyond approving the administrative resolutions and policies necessary to proceed with the grant.
Why it matters: the CDBG-funded project would raise Myersville Road and build a bridge to preserve access across the New Years Creek watershed during major storm events; administrative approvals allow design and procurement work to proceed under the contract.
