Board approves contract for on-site upfitting of sheriff vehicles; one supervisor abstains

The Dinwiddie County Board of Supervisors approved a contract renewal May 20 to continue on-site installation of vehicle equipment for the Sheriff’s Office, voting 4-0 with one abstention.
County staff asked the board to renew the contract with Tinco/Chenco Elite Services LLC (transcript spelling varies) as the on-site sole-source vendor that installs emergency equipment, graphics and upfitting for patrol vehicles. County staff said the vendor has been under contract since 2020 and performs most upfitting at the sheriff’s training building according to the agency’s schedule. The recommended contract cites a not-to-exceed amount of $150,000.
Before the presentation, a board member read a disclosure and abstained because of employment with the Sheriff’s Office. The roll call on the contract showed supervisors Moore, Chavis, Eberron Bonner and Lee voting “aye” and Supervisor Dooley recording an abstention.
The board did not direct additional conditions beyond continuing the established renewal.
