Sumner County committee members voted on June 2 to forward a resolution to the full commission directing the county mayor to use county maintenance personnel and county equipment to remove county property and debris from parcels identified around the Draper House and other sites.
Committee members said much of the debris sits on county property and that the county already owns trucks and trailers and has authority under Tennessee Code Annotated (TCA) 5‑7‑106 to maintain and repair county property. One commissioner said the debris removal should be achievable at little or no additional taxpayer cost by loading material onto county trailers and transporting it to the county resource authority. The mayor’s office had previously indicated the project exceeded the county mayor’s $25,000 spending threshold and would require a formal appropriation and an RFP if treated as a new procurement, but committee members pushed to use in‑house maintenance resources instead.
Committee members discussed past FEMA‑related demolition and a contractor that had not completed removal work following a demolition in 2022; members said some of the debris appears to be leftover contractor work that was not finished. The committee also referenced an inventory list recently produced by the mayor’s office; members said they wanted confirmation that the inventory did not include items already discarded.
A motion was made instructing staff to draft a resolution to the full commission directing the mayor to have county maintenance use county trailers and trucks to pick up and transport county property debris to the county resource authority under TCA 5‑7‑106. The committee approved sending that instruction to the full commission; no contractor procurement or appropriation was approved at the committee meeting. Committee members asked the mayor’s office to confirm the inventory list and to provide written permission from any private property owners where county‑owned debris overlapped private parcels.
