New Haven committee adopts substitute amendments to 2025–29 consolidated plan; full Board to vote June 4

The Joint Community Development and Health and Human Services Committee of the Board of Alders of the City of New Haven on May 21 approved a substitute amendment to the mayor’s proposed 2025–29 consolidated plan and the 2025–26 annual action plan for federal HUD funding and discharged the item to the full Board of Alders for a vote on June 4.
The committee’s action concerns the city’s use of Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Housing Opportunities for Persons With AIDS (HOPWA) and Emergency Solutions Grant (ESG) funds to be submitted to the U.S. Department of Housing and Urban Development (HUD). The item as described in the meeting notice cites Title I of the Housing and Community Development Act of 1974, the Cranston-Gonzalez National Affordable Housing Act of 1990, the McKinney-Vento Homeless Assistance Act of 2000, the Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 and the AIDS Housing Opportunity Act.
Committee members said the substitute makes a small number of adjustments to the mayor’s proposed plan to reflect local needs. Committee materials cited the specific amendments on pages 3–5 of the packet and described them as “a few adjustments” to allocations in the community development block grant funding plan. The committee also noted that the city has recently received its federal award for these programs and therefore expects to have funds available to support the projects listed in the packet.
The committee approved the substitute amendment by voice vote after a moved and seconded motion. The committee did not take a final vote on the overall item during the May 21 meeting; members voted to discharge the item to the full Board of Alders and scheduled the final vote for June 4.
The meeting notice said the item file is available for public inspection in the office of Legislative Services at 165 Church Street, and that members of the public may submit comments or testimony by email to publictestimony@newhavenct.gov before 2 p.m. on the day of the meeting. The notice also stated that masks are optional in accordance with COVID-19 guidelines.
Next steps: the full Board of Alders is scheduled to consider the consolidated plan and the committee’s substitute amendment at its June 4 meeting; any final approvals or further amendments will be recorded at that time.
