The Charles City County Board of Supervisors adopted two ordinances affecting county payroll and tax collection.
Elizabeth Holt, director of social services, asked the board to approve an ordinance authorizing a one‑time 1.5% bonus for full‑time local department of social services employees for fiscal year 2026, a bonus the director said is reimbursable by the state. Holt told the board the local share for the county’s nine full‑time DSS employees is $1,443.52. The board voted to approve the ordinance; Supervisor Hill moved the measure and the vote was recorded aye by Hill, Patterson and Chairman Atkins.
Courtney Brown, the county treasurer, presented an ordinance amendment to section 23‑209 of the county code to permit the county to collect administrative costs for delinquent tax collection and to add contracted collection‑agency or attorney fees actually contracted for, not to exceed 20% of the delinquent bill. Brown said the change is intended to share administrative costs and reduce the burden on citizens who pay on time. The board voted to adopt the amendment; Supervisor Hill moved the ordinance and it passed with aye votes from supervisors Hill, Patterson and Chairman Atkins.
Both ordinances were passed after staff opened and closed the public hearings; no public speakers signed up on those specific items. The DSS bonus ordinance reflects state law requirements cited during the presentation and the county expects state reimbursement for the 1.5% bonus.
