Judiciary-focused studies on fines, pretrial diversion and record sealing approved as package

Lawmakers authorized a package of criminal-justice interim studies that will be directed to judiciary-related work and coordinated to monitor outcomes of recent statutory changes.
The package includes a study of court fines and fees (House Bill 14-17, Section 7), a review of pretrial service and diversion program costs and savings (House Bill 14-25, as framed in committee language), and an examination of expanded access to criminal-record sealing and expungement provisions (House Bill 15-49). Committee members said the studies will examine implementation, fiscal impacts and operational questions that arose during the session.
Several legislators urged early monitoring of implementation because the bills enacted this session were substantial. Staff will organize the studies as a coordinated package and return recommended membership and reporting schedules to Legislative Management. The motion to combine and adopt the three related studies passed after roll-call.
