West Carrollton council approves Montgomery County solid waste management plan as emergency ordinance

West Carrollton City Council on April 14, 2025, adopted Ordinance 3800, approving the Montgomery County Solid Waste Management District’s 2024 solid waste management plan update and declaring it an emergency ordinance.
During the presentation, Miss Holloway, a city staff member, said, “Under the Ohio revised code, the legislative authority of each municipal corporation within the district's jurisdiction must approve or disapprove the plan.” The ordinance was presented to the council following a March 25, 2025, work session in which John Meniere of the Montgomery County Solid Waste District reviewed the update.
Councilmember Freiman moved to approve Ordinance 3800; the motion was seconded by Councilmember Dobson. The ordinance passed with affirmative votes from Councilmember Bridal, Councilmember Tilton, Councilmember Tomlin, Councilmember Boyle, Councilmember Dobson and Mayor Richard Barnhart. Councilmember Zeny was excused.
Miss Holloway told the council the plan update had been presented at the March work session and that action tonight satisfied the statutory requirement referenced in the Ohio Revised Code. Council members did not request further changes during the vote; no public testimony on the plan was recorded during the meeting.
With approval, the city met the statutory review requirement for municipalities within the district; the ordinance record will be transmitted as the city’s formal position on the district’s 2024 plan update.
