The board attached stipulations to the conditional status. Members requested that the Department of Public Health conduct an unannounced site visit that includes: observation of classroom and clinical instruction; separate interviews with faculty (without administration present); separate interviews with students (without faculty or administration present); and a review of faculty turnover/retention data. The board also asked for a corrective action plan that references NCSBN program quality indicators and measurable benchmarks. The motion carried with the majority of board members voting aye; Sal Diaz recused from the vote.
Board counsel (Assistant Attorney General Alina Bricklin Goldstein) advised that the board may recommend that the school disclose conditional status on consumer‑facing platforms but cannot legally require a specific website disclosure absent statute; the board recorded a recommendation for Goodwin to disclose its conditional status to prospective students.
Department staff were asked to set a July deadline for submission of the corrective action plan and to coordinate the timing of the site visit with the board’s oversight schedule. The board emphasized that the conditional designation is intended to spur corrective measures while protecting student interests and ensuring public safety by monitoring program quality.
