Board members agreed to a structured review of Connecticut chiropractic statutes and Department of Public Health regulations and set steps for how to proceed.
Kevin (staff member) explained the difference between statutes and regulations and outlined the process for making changes: statutes require legislative action while regulations follow an administrative rulemaking process that includes public notice and possible hearings. "If you want to make a change to a statute, you can make the recommendation to the commissioner of DPH to change a statute," Kevin said, adding that DPH would decide whether to advance a legislative request. He also warned the board the regulations review process can be "long and arduous" because of required public postings and hearings.
Board members asked for practical next steps. The group agreed each member should read the statutes before the next meeting, note specific suggested revisions, and bring those suggestions back for discussion. Betty Rosario was asked to email the statutes to all board members, and Kevin said he would email the disciplinary statute. The board set an hour-long discussion slot for statutes at the next meeting (anticipated in September) and asked staff to request RSVPs for meeting attendance.
Members stressed the goal was familiarization rather than immediate revision; no regulatory or statutory changes were approved at the meeting. The board asked staff to include references such as the FCLB model practice act and other background materials that could inform any possible future proposals.
