Planning Director Heather Sailor said the Planning Commission reviewed both requests at its April 2 meeting and "did recommend interim zoning of IE Innovation Employment" for the larger parcel, which she described as roughly 46 acres, and for the separate 11.29-acre parcel to the north. Sailor said the larger tract currently contains two houses and that annexation is required because the petitioner requested city water service.
The filings are Ordinance 9274, covering about 46 acres at 12698 and 12732 Newton Road, and Ordinance 9276, covering approximately 11.29 acres immediately north of those addresses. Sailor noted that, before annexation, the area north of the parcels is zoned A-1 (Agricultural) in Center Township and that one adjacent parcel to the north is identified as the Abbott property.
No one representing the petitioner, Robert W. Mower (listed in the filings as agent and petitioner), was present at the hearing, and the city clerk reported no written correspondence and no members of the public requested to speak. Following the staff reports, council members indicated agreement with the Planning Commission recommendation.
The council concluded both public hearings at the meeting. No final vote on either ordinance was recorded during the hearing; the hearings record and Planning Commission recommendation were entered into the city's permanent record for consideration in any subsequent council action.
