Monroe County approves INDOT agreement for 2026–2029 countywide bridge inspections; 80% reimbursed

Monroe County commissioners on May 29 approved an agreement with the Indiana Department of Transportation (INDOT) for countywide bridge inspections covering the 2026–2029 inspection cycle. The agreement was approved by a 3-0 roll-call vote.
Highway and stormwater staff explained the county is required to complete a four-year inspection cycle; the next cycle begins in 2026 and March is the compliance month assigned by INDOT. The total estimated cost in staff materials is $647,669.17; INDOT’s program reimburses approximately 80 percent of eligible inspection costs with a 20 percent local match. The budgeted fund number will be set in the 2026 county budget.
County staff said the contract funding is based on a professional-services agreement with Aegis/BLN that the board previously approved on May 8, 2025. Commissioners and staff noted the work is important to maintaining bridge safety and compliance with state reporting requirements.
The agreement does not authorize construction spending; it authorizes the inspection contract and the county’s participation in the INDOT reimbursable inspection program. Staff will submit reimbursement claims to INDOT per the program’s schedule and include the match in the 2026 budget process.
