The Big Spring City Council approved first reading of an ordinance to amend the annual budget to fund a lease-purchase for a replacement utilities crew truck after the city's 2016 supervisor pickup suffered catastrophic engine failure.
Mister Medina, a utilities staff member, explained the 2016 half-ton pickup had about 64,000 miles when a dropped valve cracked a piston and damaged the crankshaft and bearings. Medina told the council the vehicle was maintained and service records showed no neglect.
Medina said staff requested a budget increase of $31,000 in the utility fund capital account to cover the down payment portion of a lease-purchase arrangement; the total lease-purchase cost is $60,977.36, spread over 36 payments. The council moved, seconded and approved the amendment on first reading; the meeting transcript records the motion passed 6-0.
Council members asked whether the damage was due to neglect; Medina responded they reviewed service records and the cause appears to have been mechanical failure. The lease will be structured as a 36-payment lease-purchase and staff said the agency typically puts half down and completes the remainder through the enterprise fund financing arrangement.
The city approved the budget amendment to allow staff to proceed with the lease-purchase and purchase the crew truck; staff will finalize procurement and financing details per the amended capital account.
