Planning staff asked the commission on June 2 to call a public hearing to consider amendments to various sections of the zoning and subdivision ordinances that are required to comply with recent state legislation.
Jay Skillis, a planner with the planning department, told commissioners staff tracked 107 bills during the 88th Texas Legislature and were analyzing 24 bills passed by both chambers that may require ordinance changes. He said the governor has until June 22, 2025, to sign or veto bills and most enacted bills take effect Sept. 1, 2025; some bills may take effect sooner if they passed with a two-thirds vote.
Given the volume and complexity of the legislation, staff proposed a two-phase approach: an initial set of amendments to meet the Sept. 1 effective date where necessary and a second set to follow for less urgent or lower-impact changes. Staff recommended the commission call a public hearing to initiate the first set of amendments; commissioners approved the motion 5-0 after discussion about prioritization of the most significant items.
Commissioners asked about timing and scope; staff said initial amendments could be ready by July and that the number of items in the first tranche would be determined by impact and the need to comply with the state-imposed deadlines. The commission voted to call the hearing and directed staff to prioritize high-impact items for the first phase.
