Council advances North End Phase 2 TIF bond; redevelopment projects and Republic headquarters update

The Carmel Common Council on Monday advanced funding for the North End Phase 2 redevelopment project and heard updates on multiple downtown and North End construction projects, including a new Republic headquarters and related parking and hotel components.
Henry Mestetsky, Carmel's redevelopment director, told the council that multiple projects are under active construction around the Arts & Design District and downtown, including Monon Square North, Icon on Main and the Ardelan Plaza ground-breaking. He said the economic development commission had approved the North End Phase 2 project earlier the same day, clearing the way for council consideration of tax-increment financing (TIF) bonds to fund the project.
The council took up an ordinance authorizing economic-development tax-increment revenue bonds to support the North End Phase 2 project and approved it on third reading. Councilors questioned how recent design changes affect public benefit. Mestetsky outlined that the redevelopment commission paid about $1.2 million to assemble two parcels for Ardelan Plaza and that the commission's direct land input, netted against dedications of sidewalks and a public alley, was approximately $700,000 in value. He said Ardelan Plaza is projected to generate roughly $100,000 per year in TIF revenue, or about $2.5 million over 25 years (not discounted to present value).
Councilors also discussed Hamilton Crossing, where a hotel is now planned to wrap part of a parking garage that previously had been intended for apartment wrap. Mestetsky said Republic's training and headquarters campus will include a public garage with 75% of spaces open to the public and future phases that are expected to include multifamily and office uses around a public plaza. "We are getting a public garage," he said, arguing the project will draw overnight visitors and retail spending to Carmel.
Councilors asked for updated renderings to ensure future phases provide public-facing plazas and amenities rather than being primarily for one corporate user. Councilor Locke pressed for oversight to preserve the public benefit as the project evolves.
The ordinance to authorize issuance of economic development TIF bonds for North End Phase 2 was moved, seconded and approved; the economic development commission's earlier approval was noted as a prerequisite for council action.
Mestetsky said multiple projects remain active downtown and that the presence of cranes and form-work show construction progress. He also said community benefits include new retail, condo units and infrastructure dedications to the city. Councilors signaled they will follow up on visuals and financial details as the projects proceed.
