City economic development staff and the developer described the project as market‑rate housing that builds on a prior historic rehabilitation nearby and said the nearly $90 million private investment would generate additional tax revenue over 30 years. Adam Comer, with the developer team, said the project “builds on the success and demand that we've seen for our existing Shoreway Building.” Officials estimated roughly $1.7 million in additional tax revenues over 30 years, with about $860,000 directed to Cleveland Metropolitan School District under the proposal.
Councilwoman Jenny Spencer and economic‑development staff said the project underwent review by the Landmarks Commission and Board of Zoning Appeals and was processed through the city’s community benefits ordinance. As part of the community benefits agreement, the developer will place $500,000 toward design and capital work to extend Battery Park Boulevard East across private land to improve pedestrian and vehicle connectivity. Spencer said the contribution addressed a“missing piece” and that the agreement includes a date certain for how the contribution would be deployed if the connector could not be built.
Committee members recorded the ordinance as approved in committee and the item will proceed to full council for final action.
