Right of way vacation (1206 Yeoman Street) The council approved an ordinance vacating the portion of right of way adjacent to the north property line of 1206 Yeoman Street, south of Glen Flora Avenue (zoning calendar number V‑1‑25). Council amended the ordinance on the floor to insert compensation to the city in the amount of $850 before voting. Planning staff explained the alley was platted in the 1880s but was never constructed; the driveway and garage for the owner (Miss Dorsey) have sat on the right of way for decades and the owner was unaware the strip was city property until applying for a gate permit.
Garage setback variances (4386 and 4390 West Forest Avenue) Two variances related to garage setbacks were approved (zoning calendar numbers 2783 and 2784). Planning and zoning staff said the requested relief was modest—approximately a few feet to meet the Unified Development Ordinance—and would allow new construction of multiple homes consistent with the block’s pattern. Planning staff told the committee that planning and zoning commissioners had discussed neighbor objections and had explained how the variance applied prior to recommending approval.
Construction-license agreement (College of Lake County urban farm) The committee approved a resolution authorizing a construction license intergovernmental agreement with the College of Lake County for an urban farm facility. The item advanced from committee to the council and was included in the council omnibus for final approval; no dollar amount was associated with the license agreement in the packet.
Votes and procedure Each item received motions, seconds and roll call votes at committee; the right‑of‑way vacation was amended on the floor to set compensation at $850 and passed by roll call. The variances and the construction‑license IGA were approved by committee recommendation and later included in the council consent/omnibus. The council finalized the construction‑license and related non‑monetary agreements in an omnibus vote.
Ending Committee and council minutes show the land‑use actions were processed through standard planning and zoning channels; staff said the vacation and variance items had been reviewed by the Planning and Zoning Commission. Where neighbors had registered objections, staff reported outreach and discussion had taken place.
