The Ashtabula City Council voted unanimously to authorize the city to apply for a Water Pollution Control Loan Fund (WPCLF) design loan not to exceed $700,000 to pay for design work on Phase 1 of planned Water Pollution Control Plant (WPCP) improvements.
City Manager Timonier and public works staff told council the design loan covers engineering for phase 1 work identified in the city's WPCP master plan. Timonier said the design loan will be rolled into a larger construction loan once bids are accepted, extending the repayment schedule and cushioning near-term cash flow. "This is the design loan.
