Elyria council passes package of ordinances: public works complex bidding, capital fund, permit waivers and street resurfacing

Elyria City Council on Monday approved multiple ordinances on first reading under suspension of rules, authorizing next steps on a new public works complex, creating a capital project fund, waiving building permit fees for the new central maintenance complex, authorizing sale of specified vacant lots, updating certain nonbargaining wages, and approving the 2025 street resurfacing contract and other appropriations changes.
The council passed Ordinance 2025-92 to allow the mayor to advertise for bids and enter into a construction contract for the new public works complex. It also approved an order to create a new capital project fund (Ordinance 2025-93 series), and Ordinance 2025-93 to waive permit fees for construction of the new central maintenance public works complex on city-owned property. Ordinance 2025-94 authorized a real property purchase agreement for vacant lots on Woodford Avenue.
Council considered wage-related ordinances affecting certain nonbargaining Chapter 165 positions. One ordinance adjusted wages and was approved under suspension; however, Councilor Wertka registered opposition, saying salary adjustments should wait for a market-based salary study and that she could not support the change without that data. The transcript recorded at least one recorded “nay” vote during the suspension process for the wage ordinance, but the motion to pass was carried.
Finance-related measures included an amendment to the 2025 permanent appropriations ordinance (Ordinance 2025-97) and an application authorization to accept 2025 Community Housing Impact and Preservation (CHIP) funds from the State of Ohio Development Services Agency (Ordinance 2025-98). Utilities-sponsored Ordinance 2025-99 authorized the mayor to advertise for bids and enter into a contract for the 2025 street resurfacing project; council approved that authorization under suspension of rules and declared an emergency.
Most measures were passed by voice vote with suspension of rules and emergency declarations, enabling immediate effect. The council’s approvals give city departments authority to advertise for bids, execute property transactions and implement initial procurement and permitting steps; implementation details, including bid schedules, contract awards and administrative steps, will follow through the mayor’s office and relevant departments.
