Katrina Coleman, chair of the City of Trotwood Compensation Board, presented a revised report to the Trotwood City Council and described three principal changes to earlier recommendations: a proposed annual base salary for the mayor of $18,000, termination of the mayor’s optional per diem, and a recommended annual base salary of $9,000 for council members.
Coleman said the revised mayoral salary “equals the total possible annual compensation under the current statute,” and that the board considered council concerns that an earlier package might appear to reduce take‑home pay. She said the board acknowledged the long‑standing local practice of paying the mayor twice the council member rate but clarified that the practice is precedent rather than a legal requirement.
On effective dates, Coleman told council that the city charter and state law “do not allow for interim pay increases,” so any approved increase could not take effect until the start of the next term; the board said it had no objection to staggered effective dates so each elected official would receive the same total pay for the same number of years, though not in the same years.
Council moved to schedule a public hearing and to authorize the law director to draft an ordinance accepting the compensation board’s recommendations. The motion passed with all present council members voting yes.
