Justin Cullen of the Transportation Safety Committee and town staff described the measure as a regulatory tool to reduce the number of turning movements across two closely spaced marked crossings, limiting situations in which drivers make U-turns or lefts across crossing guards and schoolchildren. Town staff said the restriction is intended as operational mitigation without physical closure of median openings.
Board members asked about enforcement and communication. Town staff said the change will be posted with signs, that staff will coordinate communications to the school community, and that enforcement would initially focus on education and compliance before ticketing.
