The Select Board voted to adopt a municipal decarbonization roadmap developed with PowerOptions, a planning document the town said will help Needham apply for the states Climate Leader Communities certification and make the community eligible for grants aimed at electrification and greenhouse-gas reductions.
Gabby Queenan, Needhams sustainability manager, told the board the roadmap is an update to the old Green Communities program and focuses on electrification of municipal buildings and fleet from 2025 through 2050. She said the plan uses a trigger-event approach, identifying opportunities to electrify when equipment reaches end-of-life, roofs are replaced or other capital triggers occur.
Queenan said Needham has already met five of the six criteria needed for Climate Leader certification; adoption of the decarbonization roadmap is the last step. The state certification makes the town eligible for a $150,000 technical-assistance grant and a $1,000,000 accelerator grant, Queenan said, and the accelerator grant program is expected to have funding rounds through at least February 2027.
Board members asked whether the roadmap obligates the town to specific projects or schedules; Queenan said the document is aspirational and a planning tool rather than a binding requirement, and the roadmap will be updated every three years. She said staff will continue life-cycle cost analyses on building projects and that emergency generators are exempt from electrification requirements in the state program.
The board voted to adopt the roadmap and directed staff to proceed with the Climate Leader Community application. Queenan said she will be the town staff contact responsible for three-year updates and for coordinating grant applications.
