The Streets, Sidewalks and Lighting Committee on June 2 voted to call for legislation authorizing a contract with Construction King Inc. to perform concrete pavement replacement and joint repairs along Shenandoah Boulevard and East Heatherwood Drive in the Austin Estates area. The construction portion of the contract was listed at $913,682.
Engineer Michael Piedecki provided a map and described the work: "They're replacing the bad concrete panels in their entirety along with joint repair, to the entire concrete pavement section within those limits," he said. Piedecki said some good pavement sections will remain and replacements will generally be curb to curb.
Committee members asked about funding and contingency uses; Piedecki said the project was awarded an OPWC grant that will cover half the construction cost, pay half of construction inspection costs and reimburse half of the design costs. He said the application to OPWC required the city to identify precise project limits, so the bid package does not include an automatic secondary or city‑wide contingency lane for other streets.
A motion to call the contract legislation passed in committee; the committee recorded its approval by voice. No final contract signing or council adoption was recorded at the June 2 meeting; the committee sought legislation to appear on the council agenda.
Council members and residents asked procedural questions about leftover funds and grant constraints; the engineer reiterated the grant's requirement to specify limits.
No ordinance number or date of award to Construction King Inc. was recorded in the transcript.
