Council accepts local fuel bid from Barron Hewitt Oil under 3% local-preference rule

The Kankakee City Council on June 2 approved a resolution awarding the city’s annual bulk fuel supply contract to Barron Hewitt Oil Company under a local-preference provision in the city procurement ordinance.
City administration explained the bid packet included four bidders and that the city’s local-preference policy allows selecting a local firm if its bid is within 3% of the lowest bid. Staff said Barron Hewitt Oil, a local company that pays real-estate taxes and employs residents, was within one-tenth of 1% of the lowest (out-of-county) bidder and therefore was selected for local economic reasons.
Alderman Cobbs moved the resolution and Alderman Nsinga seconded it. The resolution passed by roll call with one abstention noted in the vote summary. City staff said this action reflects an established local preference aimed at keeping procurement dollars in the community while meeting supply needs.
