Cowlitz County to Consider Interlocal Agreement with City of Longview for Building Services

Building and planning staff said an interlocal agreement with the City of Longview, similar to existing arrangements with Kelso and Castle Rock, will be on the agenda; staff expect little activity but see regional consistency benefits.
Mike Wilson, building and planning, told the board the county will present an interlocal agreement with the City of Longview at an upcoming meeting that would allow the county to provide overflow or vacation coverage much like existing arrangements with Kelso.
“This is like to handle their overflow or when you're on vacation and stuff like that, same as we do for Kelso,” Wilson said. He added that Longview’s department is slightly larger and that the county does not expect much activity but that cross‑boundary cooperation preserves continuity of service.
Wilson noted the county already provides a broader scope of services to Castle Rock, including limited flood management work and acting in some capacities as their building official. He said consistent interpretation of the state code among neighboring jurisdictions helps prevent disputes and protects the reputation of local building departments.
County and city staff did not report any expected problems with the interlocal agreement; formal action to approve the agreement was scheduled for the board agenda.
