Longview’s Hope Village Request May Route $1.5M Through County; Contract Not Yet Received

“I think from the correspondence that came to us, the city of Longview has asked the state for an allocation to help them run Hope Village through September. Am I 1,500,000. Yeah,” a commissioner said.
Gina James, Health and Human Services, told commissioners she had not received a contract from Commerce requiring the county to act as fiscal agent. “What I know right now from Commerce is they’re not requiring that funds go to a specific entity that they'll come to us in the contract just like the other funds do, and then we decide how we wanna allocate those funds,” James said. She cautioned that the situation could change when the actual contract arrives.
Commissioners said local officials in Longview considered the funds theirs in prior years and that the change in routing would prompt discussions about administration and allocations. County staff said they were making commissioners aware of the potential fiscal role and would review any contract terms when provided.
No contract or formal county fiscal‑agent agreement was authorized during the meeting; staff advised commissioners to await the contract language before making commitments.
