Commissioners update Animal Services advisory board bylaws, add public‑health representation

The Randolph County Board of Commissioners voted to update the bylaws governing the county’s Animal Services Advisory Board to reflect current practice and to ease quorum and membership issues. County staff said the existing bylaws contained dated membership slots (including a veterinarian position that has proven difficult to fill) and inconsistent meeting practices.

The proposed changes moved the veterinarian position to an ex‑officio role, adjusted membership language to improve quorum reliability, and added a mandatory public‑health representative so the board can address rabies and zoonotic‑disease matters directly. Commissioner discussion centered on ensuring public‑health continuity on the advisory board without creating new quorum problems; the board agreed to add a health‑department representative and to allow the health appointee to serve in an ex‑officio capacity if needed to preserve quorum.

County staff recommended the revised bylaws and said the advisory board had supported the updates but could not vote at its last meeting for lack of quorum. Commissioners approved repealing the previous bylaws and adopting the updated version as amended during the meeting. Staff will implement the membership changes and continue outreach to fill vacancies so the advisory board can resume regular meetings.
