Finance committee approves four appropriations totaling $3.21 million

The Newark City Council Finance Committee on Monday evening approved four separate appropriation requests totaling $3,205,651.10, each by unanimous 5-0 votes.
Committee members said the meeting opened with a staff report on the city—s available balances, including an unappropriated balance of $270,841 and a budget stabilization fund balance of $489,968. The committee then considered and approved four items: a request for $2,134,302.10; a request for $1,000,675 tied to a closed loan; a $64,000 appropriation for routine department expenses; and a $6,674 appropriation for a grant-funded purchase.
The committee voted first on the largest request, $2,134,302.10, to move funds for specified repairs. An unidentified staff member told the committee, "We could just upgrade this so we can get ahead and get these repairs in place." Council Member Barker moved the appropriation; the second was not specified on the record. The motion passed 5-0.
On the $1,000,675 item, an unidentified staff member said the loan had been successfully closed the prior week with a 30-year term at 6.6 percent interest and that "this money will be coming over to us," adding that "Mr. Rhodes can go to the steps now and close it." Council Member Barker moved the appropriation and Council Member Hauser seconded; the vote was 5-0.
The committee also approved a $64,000 appropriation to cover monthly department expenses that, according to staff, had been submitted and were on record for routine approval. The motion to appropriate those funds was moved by Barker and seconded by Hauser; the vote was 5-0.
Finally, the committee approved a $6,674 appropriation to spend grant funds for energy-efficient hand dryers in the water department. Barker moved the measure and Council Member Chute seconded; the motion passed 5-0.
Committee members did not request further public discussion on any of the items during the meeting. The finance committee adjourned and the full council was scheduled to begin at 7 p.m.
