House passes Gus Frangos Act to update Ohio land bank law

The Ohio House on May 27 passed House Bill 86, the Gus Frangos Act, which updates state law governing county land reutilization corporations (land banks), changes foreclosure and surplus-proceeds procedures, and expands tools for local governments to address blight.
Representative Demetrio, the bill sponsor, said the measure modernizes land-bank operations, protects property owners by returning excess surplus proceeds from foreclosure sales to original owners and gives affected parties more time during foreclosure proceedings. The bill also allows counties that choose to do so to hold foreclosure sales online while preserving in-person bidding options, he said.
Demetrio said the bill promotes local synergies, for example permitting townships to partner with land banks for demolition and nuisance abatement in smaller jurisdictions lacking internal capacity. He named Gus Frangos, longtime Cuyahoga County Land Bank CEO, as the bill’s namesake and urged support in memory of Frangos.
Representative Abdulahi spoke in support and said the bill will streamline land-bank procedures and make cleanup of blighted, underutilized properties more efficient. The clerk recorded 91 affirmative votes, 0 negative; the chair declared the bill passed and the title agreed to without objection.
Discussion vs. decision: sponsors discussed modernizing foreclosure processes, protecting property owners' rights and increasing local government partnerships. The House voted to approve the bill on the floor.
