The Pasadena ISD Board of Trustees approved a slate of procurement, insurance and construction-related items during its May meeting.
Among the financial and benefits actions, trustees approved renewal of CSP #24PDash025LP, year two of five with Gallagher Benefits Services for employee benefits and insurance consulting services. Derek Echo of Gallagher was present in the meeting room, the board noted. The board also approved an award for the district self-funded health plan, pharmacy-benefit management, stop-loss coverage and an employee assistance program; the agenda item included a listed cost of $1,000,001 for that combined package.
On property and casualty insurance, trustees approved award of CSP #25PDash028LP for property, boiler and machinery, equipment breakdown, cyber liability and crisis management insurance in an amount not to exceed $10,731,269. The board also approved renewals for a set of other insurance programs (automotive, inland marine, flood, musical instrument, vocational interns, accident, crime, general liability, educator s liability, surety bonds, law enforcement liability and storage-tank programs) for 2025–26 in an amount not to exceed $1,572,070.
In operations and construction, trustees approved a professional-services consulting agreement with Runoff Management Group Inc. for $53,190 and an MEP (mechanical, electrical and plumbing) commissioning agreement with Coastal Commissioning Group LLC for $61,750 tied to the 2022 bond New Parks Elementary School replacement project. The board also approved a construction contract with ERC Environmental and Construction (references checked; district staff reported ERC has worked on local projects) and a series of allowance-expenditure authorizations (AEAs) for CTE classroom and lab improvements and new elementary school replacement projects; AEAs included credits and charges that were read into the record and approved by motion.
Board motions and votes on these items were made from the floor (motions were frequently moved by Trustee Sullivan or Trustee Fernandez and seconded by colleagues), and each motion was announced as carried after voice vote.
District staff confirmed that some vendor references came back favorably and that several firms have local experience with Pasadena-area work. Trustees asked routine clarifying questions about vendor history and scope; Kevin (project staff) confirmed prior local work by ERC and PBK Architects references.
These approvals allow the district to continue insurance coverage, benefit-administration services and the 2022 bond construction schedule through the next contract periods listed on the agenda.
