Rockdale County commissioners approve multiple budgeted contracts and requisitions, ratify fire-truck lease

The board accepted a contract for water-main improvements (item 249) and approved multiple vendor contracts and change orders presented by county staff, including a $7,500 onboarding fee for a human-resources organizational-design contract and a signature-only Microsoft enterprise-license update. The board approved a federal legislative-services agreement with Daily Policy Group at $8,000 per month (item 252).
Among requisitions, commissioners approved additional funding for Southeastern Agriant Systems ($11,039.80 increase to a purchase order) to replace failed chart recorders in the water enterprise fund, and a $143,449.61 task order increase to the Trails Master Agreement with QK4. The meeting record shows the trails PO increase is 20% SPLOST-funded and 80% reimbursable through the Georgia Department of Transportation.
The board approved renewal or multi-year service items including a $25,668 year-four payment for LumenServe under the emergency 911 tower fund and a $63,560.79 annual renewal for OpenGov management-reporting software funded by the general fund. Commissioners also approved a $15,325 trial purchase of a hypo pump for the water treatment plant (EcoTech) and a $17,988.16 grant-funded payment to Evidence Based Associates for functional family therapy services to juvenile court.
The board submitted for ratification a three-year equipment lease through the Georgia Municipal Association for two fire trucks totaling $2,169,944, with annual payments listed at $723,314.67 and a term noted from Nov. 30, 2025, through Nov. 30, 2027. Commissioners also ratified a short-term public-relations agreement with Georgia Strategy Group at $8,000 per month, automatically renewing in one-month terms.
