A Rockdale County resident asked the Board of Commissioners on May 27 to order an audit of the county tax assessor's office, saying assessment practices have not reflected normal depreciation since February 2017.
“Since 02/2017, our property has not been depreciating,” public commenter Carl Morgan said during the meeting’s public-comment period. Morgan said the assessor’s office still uses a 2017 schedule for depreciation and that his neighborhood received an 83% neighborhood adjustment that boosted a $200,000 fair-market value to about $360,000.
Morgan also said his property-grade factor rose from 1.35 to 1.4 without notice, which he said increased assessed value. He asked the board to “do an audit of the tax assessor's office to make sure that this is accurate.”
The board did not take formal action on Morgan’s request at the meeting. There is no indication in the meeting record that staff provided a response or that commissioners referred the matter to auditors or legal counsel during the session.
The transcript records Morgan’s account but does not include supporting documentation from the tax assessor’s office. The claims in public comment — including the 2017 depreciation schedule, the 83% neighborhood adjustment and the change in property-grade factor — were made by the speaker and were not validated or confirmed in the meeting record.
