Council members raised procedural concerns about acting on policy before members had received briefings on impacts. "That seems like the cart in front of the horse," one council member said, urging that impact briefings precede decisions.
No formal motions or votes were taken at the pre-agenda meeting. Staff and council agreed the subject would be on the formal June 4 agenda at Burnt Store Presbyterian Church and that council would have an opportunity to revise the order of items so that the vested-rights policy, impact briefings and any LDR-related rules would be considered together.
The council also discussed the desirability of having a vested-rights procedure ready if the LDRs were repealed, to reduce uncertainty for developers and the city's review process. Staff said they would bring clarifying information and options to the June 4 meeting.
