Seguin council approves easements for force-main projects and authorizes Rio Verde settlement

After recessing into closed session, the Seguin City Council returned to open session and approved three land-transaction actions tied to wastewater infrastructure and a development settlement.

The council authorized the city manager to execute a purchase agreement with Scotland and Daniel Rode to acquire approximately 0.3999 acres of permanent utility easement and 0.481 acres of temporary construction easement at 102 Navajo Trail for the Geronimo Creek Wastewater Treatment Plant force-main project. Councilmember Guyton moved the action; Councilmember Raya seconded, and the motion passed on voice vote.

The council approved a purchase agreement with the Riley family to acquire approximately 1.37 acres of temporary construction easement for the Loves force-main project. Councilmember Carter moved that item; Councilmember Keller seconded and the motion carried.

Finally, the council authorized the city manager to execute a Rio Verde development and settlement agreement between the city and MDG Rio Verde Limited related to development of approximately 162 acres north of FM 725, as presented in closed session and tied to federal case 5:18‑cv‑882 (MDG Rio Verde Limited v. City of Seguin, Texas). The motion was seconded on the record and carried by voice vote.

The council stated that any final documents will be executed by the city manager consistent with the terms discussed in closed session. The public record included only the council motions and results; staff said additional closing paperwork and implementation steps will follow under city manager authority.
