Mayor Scott lays out infrastructure, safety and development priorities in 2025 State of the City address

Mayor Scott delivered the City of Converse’s 2025 State of the City address, summarizing the previous year’s accomplishments and outlining the city’s near-term priorities in transportation, public safety, utilities and economic development.
The mayor said the city’s estimated 2023 population is 30,321 — an increase the address described as roughly 40% growth since 2010 — and credited partnerships with Bexar County, the Alamo Area MPO and the Alamo Regional Mobility Authority for securing major transportation funding. He called out specific projects: a $39 million Alamo RMA-funded expansion of FM 1516 (FM 78 to I‑10) to four lanes with continuous turn lanes, bike lanes and sidewalks; expansion of FM 1604 with a proposed flyover ramp for Joint Base San Antonio Randolph; and state and MPO-supported work on Tupperwine Road and the Converse Greenway Trail Phase 2 (the mayor said Phase 2 received $1.1 million in MPO support).
The address also noted a 2015 bond package voters approved that funded street repaving (cited as more than 25 miles and 125 streets), a new fire station, city hall, an animal control facility and park and library improvements. The city’s S&P bond rating was cited as “AA‑minus” and the mayor said the current ad valorem property-tax rate is 43¢ per $100 of valuation.
On public safety the mayor highlighted the Converse Police Department’s progress toward full staffing, new patrol vehicles and expanded technology; Fire Chief Luis Valdez’s department was credited with maintaining an ISO Class 1 rating and a fully paramedic-staffed department. Other highlights included utility investments (emergency generators at water towers funded via ARPA), library awards and grants, and EDC-supported pool renovations and the comprehensive master plan in development.
The mayor emphasized intergovernmental coordination — noting conversations with Joint Base San Antonio commanders and continued compliance with the joint land use study — and said the city will continue to promote responsible commercial and residential growth while protecting the base’s mission.
The address closed with thanks to county and regional partners, recognition of staff and volunteer commissions, and a pledge to continue work on the city’s comprehensive master plan and other long-range projects.
