Seguin council approves multiple infrastructure contracts and engineering amendments totaling millions

The Seguin City Council on Tuesday approved a package of contracts and engineering agreements for road, water and sewer projects, including reconstruction work, wayfinding-sign finalization and multiple design-phase contracts needed to support ongoing development.
Key approvals included a $288,043.69 construction contract award to D & D Contractors, Inc. for the C. H. Mathis Junior Drive reconstruction project; a $109,856.02 contract amendment for the wayfinding sign project; a $97,018 design-evaluation agreement for the Unity Lift Station; and a $1,182,014 design, bidding and construction-phase services agreement for the Caterpillar Lift Station improvements. Council also approved design contracts or amendments for a 24-inch transmission main along State Highway 46, a $510,531 amendment to include pump replacements at the solids-contact clarifier project, a $1,280,000 utility-replacement contract for Prexi Drive (including contingency), and a $415,248 amendment for realignment and trail replacement work on the Geronimo Creek sewer force-main project.
Melissa, Terry and other staff presented the items and answered council questions about funding and timelines. For the C. H. Mathis Junior Drive reconstruction, staff said Lawson Street construction and redirected truck traffic had damaged Matheys/Mathis and the low bid of $288,043.69 from D & D Contractors, Inc. will repair that segment; staff said some funding came from a 2020 contingency allocation and other sources the staff and SEDC coordinated. For the wayfinding signs, staff said inflation, manufacturing and TxDOT coordination since the original 2019 contract required a change order to complete the project.
On utility projects, Terry said the Caterpillar lift station project will add a new station sized for 3.5 million gallons per day (MGD), replace an 8-inch force main with a 12-inch line and upgrade gravity mains to 18 inches on a portion of C. H. Mathis Junior Drive to Walnut Creek; the proposal for engineering services was $1,182,014. The Unity Lift Station evaluation was presented as a condition assessment and options study in the amount of $97,018. The Prexi Drive utility replacement package will replace small-diameter water and sewer mains with new 8-inch mains and was recommended at a not-to-exceed $1,280,000 (including contingency) using BuyBoard cooperative pricing.
Council members asked about sequencing and coordination between road and underground projects to reduce rework. Staff said those considerations are on staff’s radar and will factor into design alignment decisions; council asked staff to keep timelines visible and emphasized rapid completion where possible. The council approved all items by voice vote.
