City staff reported an urgent problem at the municipal airport: surveyors and the engineer have found accelerated collapse of the runway drainage system and advised an open-cut repair. "He's still crunching the numbers. He thinks the cost to do that is still gonna be somewhere south of 6,000,000, including both construction and all the design we have to do," the City Manager said.
Staff said they have discussed the issue with the Texas Department of Transportation and that TxDOT "said if we can commit to it, they're willing to do the project on a 5% match, which just cut our commitment in half from that 600,000 that I have here to 300,000, which I really think is doable." The City Manager added that TxDOT is likely to present the project as a priority in its new fiscal year and "they're gonna be pressing us to do something to move forward on this in June" and that the first requirement will be a council resolution committing to the local match.
The airport drainage and runway repair was discussed as part of the general capital fund review. Staff said they will continue to refine the design and cost estimate and will bring a formal request — including the resolution committing the local match — for council consideration. No formal council action on the runway repair or match commitment was recorded in the meeting.
Council members asked clarifying questions about urgency and next steps. The City Manager said he would follow up with the engineer and TxDOT and return to the council with documentation for any required formal commitment.
