Greg (presenter) said the policy follows guidance from the Government Finance Officers Association and goes beyond Wisconsin’s statutory requirement for a balanced budget. "Structurally balanced takes the next level saying, hey, balanced budgets are great but let's make sure that you're balancing your budget with operational revenues and expenses versus balancing your budget with a land sale or balancing your budget with something that's not sustainable over time," he said.
The policy allows for drawing on reserves in exceptional circumstances — for example, the presenter cited pandemic‑era shortfalls — but requires a plan to return to structural balance. Trustees indicated the village has practiced similar discipline for years and the new policy formalizes that approach.
A motion to adopt the policy carried by voice vote. The policy will guide future budget preparation and was described as consistent with long‑standing village practice.
