Planning Commission finds town capital improvement program consistent with Atherton General Plan

The Atherton Planning Commission on May 28 found that the Town's Capital Improvement Program (CIP) for fiscal years 2025–2030 is consistent with the Atherton General Plan, clearing a procedural step before the City Council considers the Town budget next month.

Senior Planner Tom Ford presented a summary of the draft CIP and staff recommendation. "Staff recommends that the Planning Commission find that the capital improvement program for fiscal years 2025 through 2030 is consistent with the Atherton General Plan," Ford said. He described three program categories in the draft CIP—streets and transportation, drainage, and town buildings/parks/facilities—and noted that projects correspond to goals and policies in the general plan's land use, circulation, community safety and open space elements.

Ford explained the Planning Commission's role is limited to a consistency finding, not budget approval. "It's not to approve the budget... It's just to make sure that it's consistent with the overall planning," Chair Lane reiterated while commissioners asked whether commissions are invited to budget study sessions. Staff said council budget study sessions are typically conducted with the finance committee, and commissioners asked staff to explore whether the Planning Commission could be included in future joint budget briefings.

The commission moved, seconded and voted all in favor on the motion to find the CIP consistent and to note it is exempt from CEQA under the staff-cited categorical exemption provision for plan-level consistency determinations.

Staff told commissioners the first-year allocations are the operative budgetary items and that the CIP provides an out-year planning framework; the City Council will hold a study session in early June before the final budget hearing.
