Scope and background
City staff said the OSLAD award—announced December 2024—covers improvements at Wing Park; the initial design contract did not anticipate additional paving to bring adjacent Little League areas into ADA compliance or the need for a restroom renovation study. The change order authorizes Upland Design to survey the extra areas and prepare construction drawings and cost estimates for paving work and to develop two restroom renovation concepts with associated cost estimates.

Council action
Council moved and seconded the change order; councilmembers praised the project’s progress and the park improvements. Councilmember Dixon said he was “really happy that this park is getting a face lift,” and the council approved the change order unanimously.

Implementation
Staff will continue design work, advance permitting and bid assistance, and incorporate the new scope into construction documents to align with the OSLAD grant timeline. The change order also includes public outreach and construction management services previously scoped under the agreement.
