Council declares bidder nonresponsive, awards Aden Boulevard sidewalk contract and accepts bike-lane work

The Imperial City Council on May 2025 declared Total Industries a nonresponsive bidder for the Aden Boulevard Sidewalk Installation Phase 1 project and awarded the construction contract to another bidder; the council also accepted the completed Aden Boulevard Class 2 bike lane and authorized staff to record a notice of completion.
City staff told the council the community development department received four bids for the sidewalk work (bid number 2025-05) but found the apparent low bidder had failed to submit multiple required documents. The staff recommendation — approved by the council by a 5–0 vote — was to adopt Resolution No. 2025-14 declaring the low bidder nonresponsive and to award the contract to Rob Engineering with authorization for a 20% construction contingency because work will take place in an older section of the city.
The sidewalk work was described as Phase 1 on the north side of 18th Boulevard, running between the General Dynamics/Ricochet building and Old Highway 86. Staff said three phases of sidewalk work were planned; Phase 1 is the north-side segment, a southerly segment will proceed from Middle Road to Highway 86 and a northerly segment will run from Highway 86 up to the railroad tracks as funding and construction schedules allow.
Separately, the council voted 5–0 to accept the completed Aden Boulevard Class 2 bike lane project (bid 2024-02), which staff said was funded through federal congestion mitigation and air-quality funding and Local Transportation Authority Measure D funds. City staff reported the bike-lane installation has been fully completed since mid-February 2025 and recommended filing a notice of completion with the county recorder.
Quote from staff: “We received four bids, but after reviewing the documents ... the lowest bidder failed to submit numerous of the documents that are required as part of the bids,” a Community Development staff member told the council when explaining the nonresponsive determination.
Why it matters: sidewalk and bike infrastructure affects pedestrian and cyclist safety, connectivity and grant compliance; city staff flagged the need for a contingency because of unknown conditions in older parts of the corridor. The resolution declaring a bidder nonresponsive and the subsequent award are standard procurement steps that allow the city to proceed with construction.
